contents of the PUM |

The
Urban Mobility Plan, edited by this Agency in collaboration with the
Municipality technical sectors and approved by the Council in March 2001,
is the instrument used by the Municipality to assess the infrastructural
interventions of regulation/control and pricing on the mobility
within the city and the whole urban area of Milan.It starts an integrated planning process between territory asset and transport system, in order to increase urban quality, fight traffic congestion and pollution, reaching the aim of better possibilities of movement either for people and for goods. |

| The contents of the PTS | |||
The
Triennial Programme for L.P.T. Services
of the Municipality of Milan (PTS) 2001-03 outlines the programming
and organization activities of the services for Local Public Transport.The document takes into account the important changes due to the widening of the competences of the Municipality of Milan to the “Area Urbana” services from 2002 and gives a support to the Regulatory Authority defining the criteria and modality for a new network design and for the choices related to the process for the market opening |

| After the approval of
the Urban Traffic Plan, the Municipality gave charge to the Agency for the
execution of detailed plans, for each Milan district area. The development
of the territory, of the houses and of the industries, in the different
districts of the city, makes it necessary to realise aimed interventions,
in order to discipline, with graduality and opportune distinctions, the
local mobility demand. These Plans represent the General Traffic Urban
Plan (PGTU) operative instrument and permit also specific interventions on
single territory micro-areas. The objective, in this case very ambitious,
consist in the upgrade of the residential areas, increasing the
circulation conditions, making safer the movements of people and vehicles. |

| The Environmental Areas, which
realisation in Italy has been made possible thanks to the modification to
the Road Code, are areas designed specifically in favour of weak users (cyclists
and pedestrians); within these areas particular policies will be adopted:
speed limits, prohibitions, one ways, parking regulation, upgrade of
public transport, urban furnishment, different levels and pavements,
lighting. The Environmental Areas make part of the objectives of urban
improvement of the districts and their implementation regards the entire
local road network.

The
Municipality of Milan started, in collaboration with the Milan Politecnico
and the co-ordination of the Agency, started up thew first phase an
articulated and complex survey on the urban distribution of goods, which
results have already been issued. The survey has the aim of building up a
database able to describe the structure and the quantitative
characteristics of freight transport, useful to support decisions, to
orientate the plan and program policies for a strategic sector of the
economy. The modalities of execution of the survey consist in the
following activities:

The study aim consists in the individuation of
the problems connected to the realisation of a road pricing system for the
city of Milan, evaluating alternative scenarios, the urbanistic and
economic consequences, the timing and the realisation costs. |

| Project
A.T.M.O.S.FE.R.A will provide a decision support system (DSS) aimed to
forecast critical pollution events; for this purpose, it will exploit data
taken from the measurement network, such as air quality parameters and
meteorological observations,
and meteorological forecasts issued by means of models. The DSS
will
support
the Public Administration in detecting the most effective
interventions to be applied on the urban area against atmospheric
pollution. Mobility and Environment Agency, in collaboration with ENEA (Italian Agency for Alternative Energies Use), provides scientific and technical support to the Milan Municipality in the project implementation. |

| The municipal plan for noise and
the bi-annual municipal acoustic report IUnder the commitment of Milan Municipality, the Agency is drawing up the Municipal Plan for Noise Zoning, which will partition the municipal territory in acoustic areas, each one of them being characterized by a standard level of noise. Moreover, the Agency has been entrusted to draw up the Bi-Annual Municipal Acoustic Report, a ‘snapshot’ of current implementation of municipal laws. An electronic database will constitute the data repository for noise measures taken by several Authorities on the municipal territory. |

| The Report contents | |||
The document describes the state of the art of the public and private transport, with the new services and the construction works, which characterise the start of new programming and projecting infrastructures (primarily the underground extension and the upgrade of the road network). The report shows also how the initiatives of the Municipality of Milan aimed at the development of a sustainable mobility are applied. |

| The Report contents | |||
The Annual Air Quality Report is aimed to assess Air Quality level in the
municipal territory. The report informs citizens and other Authorities about
adopted preventive measures; moreover it points out obtained and expected
results from planned interventions (DMA n. 163 - 21.04.1999).During the first year of its activity the Environmental Area of the Agency has drawn up, under the commitment of Milan Municipality, the ‘Annual Air Quality Report - Year 2000’, in cooperation with the Environmental Agency of the Lombardy Region (A.R.P.A. Lombardia). Further environmental activities, related with the Annual Air Quality Report, are the study and development of themes such as:
