The
Agenzia Milanese Mobilità e Ambiente
is for the Municipality of Milan the technical support structure for
the development of the institutional tasks as far as the programming and the
regulation of the services of Local Public Transport.
The
performance of the reform has been primed with the approval of regional law
22/98 that has defined the
reorganization and the development of the system of regional public
transport.
Subsequently
it has been developed with the assent of the Local Authority reached
through the subscription of understanding protocols that have formalized
specific agreements.
Such protocols have defined the
level of the minimum services of Local Public Transport, the programmatic
directions for the editing of the following acts, for the stipulation of the
contracts, delineated the action areas and defined the operative plan in
order to respect the times of accomplishment of the tenders.
On
the base of these actions the Municipality of Milan has processed the "Programma
Triennale dei Servizi", the so-called PTS.
The reform, started with regional law 22/98 and specified in the strategies and
targets through the following regional law 36/01, has defined the separation
between the function of regulation, attributed to the Public
Authority, and that one of services management, carried out by the operator.
Moreover, the reform has established the overcoming of the monopolistic situation,
introducing rules of competitiveness in
the allocations of the services, monitoring
and stimulating the improvement of the quality, of the
effectiveness, efficiency and economy.
